Policy Summary: Safe at Home 2029 (SAH 2029)

Purpose

The SAH Program (Safe at Home) aims to reduce situational homelessness by connecting mentally stable, self sufficient (or becoming) individuals with safe and respectful living environments. The goal is to provide secure housing access to those who are ready to contribute to society but are currently unhoused due to temporary setbacks. SAH targets a major gap in homelessness policy: people who don’t need treatment, rehab, or shelter beds, just a roof and a chance to succeed.
 

Key Provisions

  • Deploys program staff to identify and screen qualified individuals experiencing situational homelessness.
  • SAH matches participants with vetted landlords or homeowners offering ADUs or spare rooms.
  • Prioritizes individuals who are drug-free, alcohol-free, and non-violent (individuals with a record are given the chance to describe the circumstances and their mental state), mentally stable, and self-reliant (or becoming).
  • Individuals suffering from active drug addiction, untreated mental illness, or destructive behaviors will be referred to appropriate local agencies or housing programs better suited to their needs.
  • Focuses pilot implementation in Los Angeles County with nationwide scalability.
  • Participants must agree to uphold community standards, contribute positively, and care for themselves.
  • Participants will be offered job placement assistance through partnerships with local job agencies, whether they are state-run, federally supported, community-based, or private employment connections.

In no way, shape, or form will any participant be forced into a hospital, mental institution, or treatment program against their will through this initiative.

 

Enforcement Measures

  • All program administrators are subject to annual third-party audits.
  • All staff and hires are publicly community vetted.
  • Landlords must pass a background check and agree to respectful treatment of participants.
  • Participants violating program rules (e.g., drug use (excluding Marijuana), violent behavior, non-compliance) are subject to removal from the program and referred to more appropriate support services.
  • Drug usage of substances such as Marijuana (in legal states) are at the sole discretion of the Landlord providing housing.
 
 

Funding Penalties

  • Strict salary caps based on local cost of living for all administrative roles, adjusted as needed to account for inflation.
  • Any misuse of funds, unapproved bonuses, or kickbacks result in immediate removal and disqualification.
  • Public reporting of all program spending posted quarterly online.
  • Funding may be reduced or revoked in jurisdictions that fail to follow SAH Dude standards.
 

Criminal and Administrative Accountability

  • Any staff, administrator, or landlord found to be exploiting participants, accepting bribes, or falsifying reports will face felony-level charges.
  • Whistleblower protections in place for any participant or staff reporting abuse or corruption.
  • Administrative negligence resulting in harm to participants carries civil and criminal liability.
 

Federal Coordination

  • Encourages collaboration between HUD, DOJ, and HHS to ensure lawful implementation and nationwide scalability.
  • Seeks joint data-sharing with existing housing assistance databases to avoid duplication.
  • Federal government provides baseline funding, while states contribute based on need and population.
 

Intended Impact

  • Reduce homelessness among the mentally stable and self-sufficient (or soon to be) by at least 30% in pilot regions.
  • Drastically decrease government spending on shelters or temporary housing which have been exceedingly expensive and have not provided measurable results. 
  • Strengthen community bonds by linking trusted residents with those in need.
  • Create a model of homelessness response that prioritizes dignity, independence, and efficiency, encouraging other individuals to grow and become their best self should they not currently qualify for SAH Dude.
